(A)Call to Order —The regular meeting of the Waukee City Council was called to order by Mayor Peard at 5:32 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd. (G)Presentations: 1)Bravo Greater Des Moines annual report —Report made by Bravo Greater Des Moines Community Impact Specialist Rachel Woodhouse. 2)REMOVED 3)REMOVED (H)Public Hearings: *4)On the annexation of consenting properties by the City of Waukee,Iowa,with consideration of the annexation taking place immediately thereafter [Waukee West]— Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.Development Services Director Deets stated that several property owners have submitted annexation petitions to the City,as they have been approached by developers over the years and the property owners see an advantage to annexation into the City.The City has several public utility projects either under construction or in the planning stages that will service the subject area.The proposed annexation is 100'/0 voluntary.No comments were made by the public present. Public Hearing Action items: *'4)Annexation —Waukee West A.Resolution:Consideration of approval of a resolution approving Pre-annexation Agreements associated with the Waukee West Annexation —Council Member Lyon moved to approve the resolution;seconded by Council Member Harrison.Development Services Director Deets noted three property owners who have requested a pre-annexation agreement.Results of vote:Ayes:Bottenberg,Harrison,Hughes,Lyon.Nays:None. Absent:Bergman.Motion carried 4 —0 —1 (Resolution ¹17-254) B.Resolution:Consideration of approval of a resolution approving the annexation of consenting properties by the City of Waukee,iowa (Waukee West)—Council Member Harrison moved to approve the resolution;seconded by Council Member Lyon.Development Services Director Deets stated that the annexation application,if approved,would likely be considered by the City Development Board at their July 2017 meeting.Results of vote:Ayes: Bottenberg,Harrison,Hughes,Lyon.Nays:None.Absent:Bergman.Motion carried 4 —0— 1.(Resolution ¹17-255) (H)PU 1) 2) 3) 4) 5) b lie Hearings,Continued: On an ordinance to amend Chapter 301,Zoning Ordinance,City of Waukee,iowa,by rezoning certain property from A-1 to K-RR,a property to be known as Ashworth East— (Council Member Bergman arrived at 5:51 p.m.)Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.Development Services Director Deets briefly reviewed the rezoning application,noting the types of development allowed in the K-RR district.The zoning is consistent with the Kettlestone Master Plan.Regarding a concern with increased traffic that was discussed at the Planning 8 Zoning Commission meeting,Mr.Deets noted that such concerns would be addressed as part of the development process.Mayor Peard invited public comment on the matter:1)Denny Dolmage,3273 Ashworth Rd.,explained his concerns regarding increased traffic,as Ashworth Rd.is currently a two-lane road with no turn lanes and has already seen a marked increase in traffic since the opening of Grand Prairie Pkwy.He is not opposed to the development,but believes that Ashworth Rd.must be improved to handle traffic increases.City Administrator Moerman replied that Ashworth Rd.improvements will be considered.Mr. Dolmage asked if the council would commit to Ashworth Rd.being widened prior to the development of the subject property;Mr.Moerman answered that such matters are addressed as development occurs and that it is also in the City's best interest to improve Ashworth Rd. On an ordinance to amend Chapter 301,Zoning Ordinance,City of Waukee,iowa,by rezoning and amending certain property from R-3/PD-1 to R-3/PD-1,a property known as Landing at Shadow Creek Plat 2,Outlot Z —Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied that two letters in opposition to the rezoning application were included in the agenda packet. Development Services Director Deets briefly reviewed the rezoning application,which would amend the PD-1 overlay.The rezoning would allow for greater density and structure height,with one large building containing all residential units instead of multiple smaller buildings as was initiailly proposed for the subject parcel.The current proposal would allow for a maximum of 20 units per acre and a four-story,flat roofed building.In exchange for the PD-1 allowance,the developer proposes substantial indoor and outdoor amenities for the project residents.At the Planning 8 Zoning Commission meeting,there was much discussion regarding neighbor concerns with the proposed building height.The Commission recommended limiting the building height to 45 feet;the applicant continues to request a 50-foot maximum height allowance. Bradley Haverkamp of Haverkamp Properties,rezoning applicant,addressed the council and referenced a letter from his company in the agenda packet that outlined their response to the building height concerns.Council Member Hughes asked about building setbacks and landscape buffers;Mr.Deets reviewed the minimum requirements,noting additional landscaping and berming that would be part of the project.Council Member Hughes asked for clarification on overall building height differences between a flat and pitched roof;Mr.Deets noted an approximate 10-foot difference.Council Member Bottenberg asked if the project would have access from Alice's Road;Mr.Deets replied in the affirmative.No comments were made by the public present. On a proposed land transfer to the Waukee Community School District pursuant to the terms of a 28E Agreement —Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.Development Services Director Deets briefly reviewed the land transfer,which would fulfill one of the requirements of a previously-approved 28E agreement with the school district.No comments were made by the public present.
