B.Roll Call —The following members were present:Council Members Anna Bergman (via telephone),R. Charles Bottenberg,Brian Harrison,Shelly Hughes,Larry R.Lyon.Absent:Mayor William F.Peard. (Mayor Peard arrived at 5;45 p.m.) Also in attendance:City Administrator Tim Moerman,Finance Director Linda Burkhart,Development Services Director Brad Deets,Public Works Director John Gibson,Human Resource Director Patty Holden,IT Director Son Le,Police Chief John Quinn,City Clerk Rebecca D.Schuett. C.Agenda Approval —Council Member Harrison moved to approve the agenda,moving consideration of item E1 before item D;seconded by Council Member Lyon.Results of vote:Ayes:Bergman, Bottenberg,Harrison,Hughes,Lyon.Nays:None.Motion carried 5 —0. E.Action Items: 1)Consent Agenda —Council Member Hughes moved to approve the Consent Agenda;seconded by Council Member Lyon.Results of vote:Ayes;Bergman,Bottenberg,Harrison,Hughes,Lyon. Nays:None.Motion carried 5 —0. A.Consideration of approval of a resolution approving the temporary closing of certain public streets for the Waukee 10 Event (revised)(Resolution ¹17-432) B.Consideration of approval of a resolution correcting scrivener's error in payment associated with Sanitary Sewer Easement(s)related to the Northwest Area Trunk Sewer Extension Phase 4 Project [Phillips-Hamilton,Inc.](Resolution ¹17-433) C.Consideration of approval of a resolution approving Wetland Mitigation Bank Credit Purchase Agreement (Resolution ¹17-434) D.Consideration of approval of a resolution setting date of public hearing and authorizing mailing and publication of notice of intent to commence a public improvement project to construct the Northwest Area Water Main Extension Phase 1 Project,to fund the final site-specific design,make the final site selection and route,to acquire land for the project or,if necessary,by eminent domain (Resolution ¹17-435) D.Work Session: 1)Meaningful Leader training —Human Resource Director Holden briefly reviewed the initiative, which will foster a culture of employee engagement.(Mayor Peard arrived at 5:45 p.m.) At this time,Robert Greenway of De Soto asked to address the council,updating them on county- wide efforts to promote the upcoming local option sales and service tax vote 2) 3) 4) 5) 6) IT projects update —IT Director Le presented on back-up server and software,Unified Threat Management,and core switch replacement projects. Original Waukee Storm Sewer Study —Public Works Director Gibson reviewed certain public improvement projects undertaken to remedy sewer issues,including sanitary sewer lining,storm sewer televising,and storm sewer cleaning. Urban Renewal Plan update review —Development Services Director Deets discussed proposed new and amended urban renewal plans and TIF ordinances. Comprehensive Plan update —Development Services Director Deets reviewed citizen survey results. Waukee Sesquicentennial scheduling —City Administrator Moerman noted that the 1869 date used in prior years to mark Waukee's establishment is the year the first railbed was installed;the city was incorporated in 1878.The council agreed to use the more-accurate 1878 incorporation date moving forward,placing Waukee's Sesquicentennial in 2028. 7) 8) Policy regarding contributions to non-profit entities —City Administrator Moerman asked for council direction regarding which non-profit groups to invite to submit funding requests,presenting a list of potential entities to consider.The council agreed to invite all those entities noted by Mr. Moerman to submit funding requests.City staff will draft criteria for non-profit entities to be considered for funding and report to the council at the next work session meeting. Board and commission code of conduct —City Administrator Moerman and City Clerk Schuett reviewed a proposed code of conduct.The council agreed to consider the proposal and discuss the matter at the next work session meeting. F.Comments Council Member Bottenberg moved to adjourn;seconded by Council Member Hughes.Ayes:All.Nays: None.Motion carried 5 —0.
