WAUKEE CITY COUNCIL MINUTES
September 18,2017
(A)Call to Order —The regular meeting of the Waukee City Council was called to order by Mayor Peard
at 5:31 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd.
(B)Pledge of Allegiance
(C)Roll Call —The following members were present:Mayor William F.Peard;Council Members Anna
Bergman,R.Charles Bottenberg,Brian Harrison,Larry R.Lyon.Absent Council Member Shelly
Hughes.
Also present:City Administrator Tim Moerman,Development Services Director Brad Deets,Assistant
Public Works Director of Operations Tim Royer,Community and Economic Development Director
Dan Dutcher,Parks and Recreation Director Matt Jermier,Police Chief John Quinn,City Clerk
Rebecca D.Schuett,City Attorney Steve Brick.
(D)Open Forum —1)Mike Pothoff,55 NE Badger Ln.,voiced his concern regarding traffic along his
street,noting that the problem has increased since NE Douglas Pkwy.was opened to traffic.He
cited safety concerns for children in the neighborhood.2)Josh Wilson,70 NE Badger Ln.,echoed
Mr.Pothoff's concerns,stating that he hoped the neighbors and City could resolve the issue in a
proactive and collaborative way.He added concerns regarding the speed of traffic in the area,
noting that drivers are ignoring children crossing the road.Mr.Wilson made several suggestions to
help slow traffic,including permanent radar signs,adopting a traffic calming measure guide similar to
Clive,and an increased police presence during peak traffic hours.Mayor Peard recommended that
City staff work on a possible solution to present to the council for discussion and consideration.City
Administrator Moerman expressed his appreciation that the neighbors are considering operational
solutions to the matter,stating that the extension of NE Douglas Pkwy.to the west is developer-
driven and not likely to happen soon.City staff will schedule a meeting for next week with
neighborhood representatives.Council Member Harrison asked about the possibility of "Slow,
Children at Play"signage;Mr.Moerman replied that drivers become accustomed to such signs and
they have little effect.
(E)Agenda Approval —Council Member Lyon moved to approve the agenda;seconded by Council
Member Harrison.Results of vote:Ayes:Bergman,Bottenberg,Harrison,Lyon.Nays:None.
Absent:Hughes.Motion carried 4 —0 —1.
(F)Mayor's Report —Westown Pkwy.east of Grand Prairie Pkwy.is now open to traffic and signals are
in use.Mayor Peard will soon ask for residents to apply for appointment to a citizen board or
commission.September is the last month for the Waukee Farmers Market.

(H)Public Hearings:
1)On the vacation of a sanitary sewer easement [Phillips-Hamilton,Inc.]—Mayor Peard
opened the public hearing and asked if any written correspondence had been received;City
Clerk Schuett replied in the negative.Development Services Director Deets briefly reviewed the
easement vacation,noting that a revised easement was approved at the 08/07/2017 regular
council meeting.No comments were made by the public present.
