HomeMy WebLinkAbout2018-09-17-Regular Minutesi&i Waukee WAUKEE CITY COUNCIL MINUTES September 17,2018 (A)Call to Order —The regular meeting of the Waukee City Council was called to order by Mayor Peard at 5:32 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd. (B)Pledge of Allegiance (C)Roll Call —The following members were present:Mayor William F.Peard;Council Members Anna Bergman,R.Charles Bottenberg,Courtney Clarke,Shelly Hughes.Absent:Council Member Larry R.Lyon. Also present:City Administrator Tim Moerman,Finance Director Linda Burkhart,Development Services Director Brad Deets,Public Works Director John Gibson,Assistant Public Works Director of Engineering Rudy Koester,Marketing and Communications Director Summer Evans, Police Chief John Quinn,City Clerk Rebecca D,Schuett,City Attorney Steve Brick. (D)Open Forum —Peter Else,515 NE Brookshire Ct.and representing several of his neighbors, addressed the council concerning pond maintenance near Grant Ragan Elementary School. The homeowners have been working with the subdivision developer to address algae,siltation, water levels and outlets,and weeds around the pond,but would like the City to look into whether the pond was constructed to work as it should.City Administrator Moerman stated that the pond was required to be dredged once all lots were built out and that City staff would meet with the neighbors to discuss their concerns. (E)Agenda Approval —Council Member Bergman moved to approve the agenda;seconded by Council Member Hughes.Results of vote:Ayes:Bergman,Bottenberg,Clarke,Hughes.Nays: None.Absent:Lyon.Motion carried 4 —0 —1. (F)Mayor's Report —Mayor Peard and City staff will meet representatives of the Greater Des Moines Partnership and the Waukee Area Chamber of Commerce on 09/18.The open house for the retirement of Public Works Director Gibson in 09/21.Through the end of September,the Waukee Public Library is participating in a voter registration initiative. (G)Presentations:None (H)Public Hearings: 1)On the annexation of consenting properties by the City of Waukee,Iowa with consideration of the annexation taking place immediately thereafter [Mark/Martens Property]—Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.Development Services Director Deets reviewed the annexation application.No comments were made by the public present. 2)On vacating Public Utility Easement [Prairie Crossing Plat 4]—Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.Development Services Director Deets reviewed the easement for proposed vacation,adding that there are no public utilities located within the subject easement.Council Member Clarke asked if there was a potential need for the easement in the future;Mr.Deets replied in the negative,noting that a new easement has replaced the one being considered for vacation.No comments were made by the public present. 3)On vacating Landscape Buffer Easement [Prairie Crossing Plat 4 and Plat 5]—Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.Development Services Director Deets reviewed the easement for proposed vacation,stating that the easement was put into place when the property was initially zoned for commercial development.The property has since been rezoned for townhomes,which requires a smaller landscape buffer.No comments were made by the public present. (I)Public Hearing Action Items: 1)Resolution:Consideration of approval of a resolution approving the annexation of consenting properties by the City of I/yaukee,iowa (Mark/Martens Property)—Council Member Bergman moved to approve the resolution;seconded by Council Member Clarke.
