AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT,POWERS AND
DUTIES OF THE COMMUNITY AND ECONOMIC DEVELOPMENT
ADVISORY COUNCIL
BE IT ENACTED by the Council of the City of Waukee:
Section 1:
follows:
Chapter 114,Waukee Municipal Code,shall be established as
§114.1 Community and Economic Development Advisory Council.
The Economic Development Advisory Conunittee,hereinafter referred to as the Advisory
Council,is established to serve as a board to advise and assist the Community and
Economic Development department in the promotion of community and economic
development within the City.The Advisory Council consists of no more than ten and no
fewer than eight members appointed by the Mayor with approval of the City Council.
Members of the Advisory Council shall represent different perspectives that are relevant
to community and economic development in Waukee.Members of the Advisory Council
may include non-residents who work in Waukee;however,a majority of the members
shall be residents of Waukee.
§114.2 Organization of the Community and Economic Development
Advisory Council.
1.Term of Office.The term of office of the members of the Advisory Council
shall be three years,with terms to expire January 31 of the appropriate year,
except when the Advisory Council shall first be created four members shall
be appointed for a term of three years,three members for a term of two
years,and two to three members of a term of one year.
2.Vacancies.If any vacancy exists on the Advisory Council,a successor for
the remainder of the term shall be appointed in the same manner as the
original appointee.The position of my Advisory Council member shall be
vacant if the member resigns,moves permanently from the City or no longer
holds employment in the City,or if said member is absent without due
explanation from six consecutive regular meetings of the Advisory Council,
except in the case of sickness,or is removed for cause by the Mayor with
the approval of the Council.
3.Voting.The Advisory Council shall act by vote of a simple majority of the
members participating in my meeting ofthe Council.No action may be
taken at any meeting of the Advisory Council unless a quorum of the
members is participating.
4.Compensation.All members of the Advisory Council shall serve without
compensation,except their actual expenses,which shall be subject to
approval of the Council.
5.Attendance.The Connnunity and Economic Development Director shall
attend all regular and special meetings of the Advisory Council and shall
record and preserve a correct record of the proceedings of such meetings.
§114.3 Powers and Duties.The Advisory Council shall:
1.Propose an economic development action plan for the city to include long-
term strategies for economic development.
2.Recommend economic development policies,strategies and programs to the
City Council.
3.Work with the City's economic development staff in promoting the city,
attracting economic growth and developments,and retaining businesses in
the community.
4.Make an annual report to the City Council regarding economic development
achievements.
Section 2.Repealer.All ordinances or parts of ordinances in conflict with
the provisions of this ordinance are hereby repealed.
Section 3.Saving Clause.If any section,provision or part of this ordinance
shall be adjudged invalid or unconstitutional,such adjudication shall not affect the
validity or the ordinance as a whole or any section,provision,or part not adjudged
invalid or unconstitutional,
Section 4.Effective Date.The ordinance shall be in effect after its final
passage,approval,and publication as required by law.
