HomeMy WebLinkAbout2005-05-02-Ordinance 2512_Park Board, Establish Authority Over Golf CourseORDINANCE NO.2512 CHAPTER207 A,WAUKEEMUNICIPALCODE,AN ORDINANCE,PROVIDING FOR THE POWERSAND DUTIES OF WAUKEEPARK AND RECREATIONBOARD, RELATNETO THE OPERATIONANDMANAGEMENTOF SUGARCREEKMUNICIPAL GOLFCOURSE. BEIT ORDAINEDby the Councilofthe Cityof Waukee: Section1.Chapter 207 A the following provisions shall govern the operation, managementanduse of SugarCreekMunicipalGolfCourse: Section2 §207AI.Rules of Sugar Creek Muuicipal Golf Course. 1.U.S.G.A.rules govern all play. 2.Register in Pro Shop. 3.ALCOHOLIC AND NON-ALCOHOLIC AND PERSONAL COOLERS- Golfers must purchase all beverages (alcoholic and non-alcoholic)from the golf course snack shop or beverage cart on the golf course.State Law states that alcoholic beverages cannot be brought onto a golf course. Golfers must have proper ID to purchase alcoholic beverages.No personal coolers or beverages are allowed on the golf course property, which includes the course,clubhouse,maintenance building,and parking lots.Coolers are available for use at the golf course snack shop. 4.Golfers who violate the course beverage rule will be asked to voluntarily surrender all beverages not purchased form snack areas.If unopened beverages are found,they will be taken to the clubhouse and may be picked up after the round is completed. 5.If a golfer refuses to follow the above policy,hel she will be asked to leave the course.Subsequent violation may result in loss of course privileges. 6.CART RENTAL -Golfers must be 16 years of age with a valid driver's license.Only two players (no riders),and two sets of clubs are permitted on the golf carts.Golf carts are not permitted inside designated areas as marked around greens and tees,and other areas on the course.Golf cart use may be suspended due to wet grounds. 7.Carts must stay on the cart path. 8.Please start on the No.1 tee.If golfers want to tee off on any other tee, permission must be obtained from the golf staff. 9.There shall be no more than four golfers in a group. 10.S10wer golfers should yield to faster golfers when applicable. 11.Always replace divots,repair ball marks and smooth out sand traps. 12.Golfers are responsible for all errant shots. 13.Yell "FORE"before your ball lands on or near any person.Do not hit until all players are out of range. 14.All children ages 10 and under must be accompanied by an adult. 15.Shirt and Shoes are required. 16.Golfers are responsible for all damages or injuries incurred while playing golf. 17.Please respect rules of golf etiquette.(See Golf Etiquette) Section 3.§207 A2.Golf Course Etiquette. For the game to be fun,each player participates in accordance with a code of decent and friendly conduct which includes safe and fast play,proper care of the golf course,and basic courtesy. 1.Care of the Course o On greens,repair all ball marks.Be most careful on greens -tread lightly;don't damage the hole o Rake all bunkers.Replace all divots.(Don't make divots with practice swings.) o Keep golf carts at least 30 feet from greens and tees.Stay outside of roped areas.Put all trash in trash containers. 2.Safety o Be careful when you swing a club,whether in practice (you might hit someone nearby)or in play (you might also hit your ball into someone).1 o Don't play until the group in front is out of the way. 3.Courtesy o Don't move,talk,or stand close to or directly behind a player making a stroke. o Play without delay!Slow play is a huge aggravation.Leave the putting green as soon as all players in your group have holed out -no dawdling please! o Invite faster groups to play through. o Be aware of others around you. o The game of golf is meant to be played behind the group ahead of you, not in front of the group behind you. Section 4.§207 A3.Course Hours. Opening hours shall be posted at the golf course.All Players,including season badge holders,must register at the clubhouse before starting to play. Section 5.§207A4.Concession Area. The golf course offers snack items,beer,pop,and wine coolers.Golfers are not allowed to bring food onto the City Course.OUTSIDE VENDINGIS NOT ALLOWED..) Section6.§207AS.High School Play. The City of Waukee Park and Recreation Department,in cooperation with the Waukee Community School District,offers high school team practices and meets on the Sugar Creek Municipal Golf Course.Team member play after school on weekdays during the spring and fall seasons.Please welcome these young people to our course during their weekday use. Section7.§207A6.Leagues. Golf leagues are highly encouraged.Please contact the golf course to obtain information or to register a league. Section8 §207A7.Lessons and Schools. Private lessons,group lessons for adult and youth golfers and Junior golf programs are available.Contact the Golf Professionals for rates and schedule. Section9 §207A8.Lightning Storms. Golfers are urged to clear the golf course when lightning or storms approach. Lightning is the most dangerous naturally occurring event on a golf course. Section10 §207A9.Closing ofthe Conrse. Golfers shall not play golf on the course after the course has been closed by the Golf Services Manager or Golf Course Superintendent because of weather or maintenance needs. Section11 §207AlO.Maintenance Dnties. During the course of the year,various maintenance activities are carried out in order to keep the golf course in good shape (e.g.aerating and fertilizing the greens,tees and fairways).Although this disrupts the golfing pubic,it is necessary to provide the best possible course conditions. Section12 §207All.Golf Course Prices. Sunday -Saturday 9 Holes $12.00 18 Holes $19.50 Senior Rates: Monday -Friday Saturday-Sunday 9 Holes $7.50 9 Holes $12.00 18 Holes $15.00 18 Holes $19.50 Junior Rates: Sunday-Saturday 9 Holes $7.50 18Holes $15.00 Twilight Rate: Saturday-Sunday After 6:30 PM 9 Holes $6.00 18 Holes $12.00 Cart Rental Prices: 9 Holes $7.00 18 Holes $10.00 Pull Carts: 9 Holes $2.50 18 Holes $5.00 Putting Greens:FREE Range Balls:30 Balls $3.00 60 Balls $5.00 90 Balls $7.00 Season Passes: Single:Monday -Friday $295 Monday -Sunday $395 Couple $595 Family $745 Corporate $595 (two from same company) Junior $195 (Under 18 or with valid college ID) Golf Cart Season Pass: Single $250 Couple $400 Individual lessons are available for $35 per 30 minutes . .Section 13.Repealer.All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 14.Severability Clause.If any section,provision or part of this ordinance shall be adjudged invalid or unconstitutional,such adjudication shall not affect the validity of the ordinance as a whole or any section,provision,or part thereof not adjudged invalid OT unconstitutional. Section 15.Effective Date.This ordinance shall be in effect upon its final passage, approval and publication as provided by law.
