SUBDNISION REGULATIONS ORDINANCE OF THE CITY OF WAUKEE,IOWA,BY
ADDING TO SAID SECTION,GUIDELINES GOVERNING CONSTRUCTION AND USE OF
STORM WATER DETENTION OR RETENTION FACILITIES.
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 303.137 ,Waukee Municipal Code,Subdivision Regulations of the City,
is hereby amended by adding thereto the following:

When storm water detention or retention is deemed to be necessary for any
development,the following guidelines shall be followed:

Where possible,underground detention should be considered to mitigate the
visual impacts and maintenance difficulties involved with above ground systems.
Above ground systems may either be for detention or retention.
Retention systems shall incorporate landscaping and design so that the area acts as
a water feature or amenity and not simply as storm water detention.
Detention shall be landscaped and equipped to provide for useable space rather
than vacant ground.Sidewalks,benches,picnic areas,etc.should be used.
Landscaping shall follow existing site plan requirements.Planting rates for trees
and shrubs may be at 1/3 the site plan rate.
All retention and detention facilities shall be properly maintained in function and
appearance per Section 401.4 of the Waukee Code.
Where possible,retention or detention facilities shall be incorporated into green
space,park or trail facilities to provide for more useable and enjoyable space.
Where possible,regional detention should be incorporated.Large detention areas
are typically preferable to numerous smaller areas.
Concrete flumes shall be used.
The bottom of any detention facility must be a minimum of two (2)feet above the
seasonal high groundwater table.

Section 2.Repealer.All ordinances or parts of ordinances in conflict with the provisions
of this ordinance are hereby repealed.
Section 3.Severability Clause.If any section,provision or part of this ordinance shall be
adjudged invalid or unconstitutional,such adjudication shall not affect the validity of the ordinance
as a whole or any section,provision,or part thereof not adjudged invalid or unconstitutional.
Section 4.Effective Date.This ordinance shall be in effect upon its fmal passage,
approval and publication as provided by law.
