HomeMy WebLinkAboutCity AdministratorCity Administrator Page 1 Council Approved 09-21-15 Revised 10-2021 City of Waukee JOB DESCRIPTION Job Title: City Administrator Reports To: Mayor and City Council Dept/Div: Administration Direct Reports: All Department Directors, City Clerk FLSA Status: Exempt – Executive JOB PURPOSE: The City Administrator, as the Chief Administrative Officer of the City, holds full responsibility to plan, develop, implement and coordinate the ongoing activities of the City of Waukee including administration of all departments, divisions, offices and services of the City. Leads efforts of the staff to accomplish the Council’s strategic priorities and reports progress to the Mayor and Council. 2. Directs the preparation of the City’s operational budget and capital improvement program and implements each upon approval by the Council. 3. Manages the operations of the City organization, including directing department directors, enforcing operational policies, purchases of goods and services and execution of contracts, 4. Develops and implements policies and procedures to improve the operation of the City. 5. Leads efforts of the staff to plan for and facilitate community and economic development success. 6. Communicates effectively with elected officials and provides information for making sound decisions, keeping the Mayor and Council fully advised of the financial and other conditions of the City. 7. Addresses citizen issues and concerns by working with staff to solve problems and reporting the results to the Mayor and Council. 8. Responsible for the hiring process and making hiring recommendations to the Council, leading the collective bargaining process, evaluating employee performance and enforcing disciplinary actions. 9. Represents the City at local, regional, state and national meetings. 10. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. Must communicate City Mission and Vision internally and externally and communicate the importance of the City Administrator’s position to this Vision. 5. Strong intergovernmental relations skills with ability to gain respect and work effectively with other area municipal leaders. 6. Seek to improve the effectiveness or efficiency of all City operations with positive and creative approaches to challenges. 7. Utilize high level of conflict resolution skills with staff, community members, elected officials and all stakeholders. 8. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and procedures ensuring that all work is performed and all staff members meet those standards while exhibiting consistent treatment of all staff. QUALIFICATIONS: 1. Master’s Degree (MA) in Public Administration, Economic Development, Finance, Political Science, or related area of study. 2. At least five (5) years of responsible experience in municipal government management. 3. Knowledge of the principles and methods of public administration and public finance; experience in City Administrator Page 2 Council Approved 09-21-15 Revised 10-2021 municipal finance. 4. Knowledge of the municipal government organization, its functions and issues. 5. Considerable knowledge of municipal, county, state and federal community-related statutes. 6. Knowledge of economic development practices and a minimum of five years successful related experience. 7. Ability to successfully facilitate Council, team and City-wide meetings and to make professional presentations to groups of any size. 8. Access to transportation with insurance at required state levels to conduct business throughout the assigned area. PHYSICAL REQUIREMENTS: 1. Able to effectively present information and respond to questions from groups of directors, staff, developers, contractors, colleagues, elected officials and the general public. 2. Able to prepare and present accurate and reliable reports containing findings and recommendations. 3. Able to function productively in a standard office environment accessing cabinets, shelving, work areas and office equipment. 4. Able to sit for long periods of time and to maintain focus on project such as computer screen. 5. Able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees and the community. WORKING CONDITIONS: 1. Climate-controlled office with hazards typical of that environment; minimal outdoor work is required. 2. Position requires travel within and outside of the City which imposes common travel hazards. 3. Standard work hours must be flexible and include evenings and weekends and will be greater than 40 hours per week for a large percentage of the year. 4. To successfully fulfill the essential functions of this position, employee must maintain standard work hours within Waukee City Hall. 5. The employee in this position is required to reside within the Waukee City limits within six (6) months of hire date and shall maintain residency throughout tenure.
