HomeMy WebLinkAboutDirector of Economic DevelopmentDirector of Economic Development Council Approved 6/6/2022 City of Waukee JOB DESCRIPTION Job Title: Director of Economic Development Reports to: City Administrator Dept/Div: Economic Development Direct Reports: None Pay Grade: D3 FLSA Status: Exempt JOB PURPOSE: This position is responsible for the implementation of economic development programs for the City with the goal of business attraction, retention, and expansion; job growth and tax base expansion. This position requires public contact with business owners and managers, developers and real estate brokers, the Chamber of Commerce, City Council and other economic development agencies ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Prepares, updates and implements the Economic Development Action Plan. 2. Partners with the Community Development Director in responding to developers and businesses on available land, buildings, development opportunities or proposals for development within Waukee. 3. Administers and builds the business retention and expansion program. 4. Implements and makes recommendations for improving the City’s financial incentive programs. 5. Conducts negotiations on development projects with developers and prospective businesses. 6. Provides tax and public benefit analyses on potential development projects. 7. Partners with the Community Development Director in the implementation of City redevelopment projects. 8. Represents the City in local, regional and state economic development matters. 9. Develops and maintains positive relationships with city staff, business owners, property owners, developers, and related organizations. 10. In cooperation with the City’s Marketing & Communication department, works to deliver the City’s message about economic development. Maintains City’s website with up to date information on available land and lots in Waukee. 11. Updates Urban Renewal Plans and prepares Tax Increment Finance calculations. 12. Explores and recommends funding sources for public and private development projects, including grant application and administration. 13. Participates in special projects for the Department and the City as assigned. 14. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. Ability to work with the public in a friendly, tactful manner. 12. Ability to work flexible hours to attend evening or early morning meetings as required. Contribute to overall City effectiveness by providing critical staff support to task forces and by participating, as necessary, in assisting all other teams. 15. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and procedures ensuring that all work performed meet those standards. QUALIFICATIONS: 1. Bachelor’s Degree in Business, Public Administration, Finance, Economic Development, or a related field. 2. Five (5) years of related work experience, preferably in economic development, community development or commercial development. 3. Valid driver’s license with access to transportation with insurance at required state levels to conduct business throughout the assigned area. 4. Experience interacting with local government entities and knowledge of municipal development process preferred. PHYSICAL REQUIREMENTS: 1. Required to speak, hear and see In order to share information, receive instructions, and complete tasks using a computer screen. 2. Able to effectively present information and respond to questions from groups of directors, staff, developers, contractors, colleagues, elected officials and the general public. 3. Able to function productively in a standard office environment accessing cabinets, shelving, work areas and office equipment. 4. Able to sit for long periods of time and maintain focus on a project. 5. Able to maneuver in undeveloped areas on uneven surfaces for up to one mile in various types of weather. 6. Must be able to effectively communicate orally (in person and over the telephone and in writing using electronic devices and handwritten) in English with other employees, businesses and community members. 7. Must occasionally lift and/or move up to 25 pounds. WORKING CONDITIONS: 1. Climate controlled office with moderate levels of noise generated by conversations, phones and other office equipment. 2. The employee is occasionally required to work outside in a variety of seasonal weather conditions and walk a variety of terrains to visit development sites and projects, resulting in occasional exposure to construction noise and dust. 3. Position requires travel within and outside of the City, which imposes common travel hazards. 4. Standard work hours will be Monday – Friday, 8:00 AM – 5:00 PM and position will often include meetings, presentations and events during weekends and evenings.
