HomeMy WebLinkAboutHR - Human Resources SpecialistHR Specialist Page 1 Council Approved 09-21-15 Revised 01-23-18 Revised 10-2021 City of Waukee JOB DESCRIPTION Job Title: Human Resources Specialist Reports to: Human Resource Director Dept/Div: Human Resources Direct Reports: None Pay Grade: N27 FLSA Status: Non-Exempt JOB PURPOSE: The Human Resource Specialist assures that all human resource tasks are recorded, accounted for and acted upon in a complete and timely manner and according to all City policies and procedures as well as all local, state and federal laws and regulations. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Recruits all new staff pursuant to Human Resource (HR) standard operating procedures (SOPs). 2. Maintains HR Management System (HRMS) to ensure accurate information. Processes all personnel changes; new hire, termination, wage, and benefit changes as needed. 3. Completes pre-employment and onboarding tasks for all employees. 4. Administers leave programs, tracking hours, communicating with employees and facilitating return to work in accordance with City policy, Federal, and State laws. 5. Assists in records retention and archiving of documents. 6. Completes employment verifications and workers compensation requests requiring payroll information. 7. Maintains current policies, and SOPs as they pertain to HR. 8. Plans, organizes and follows through on all-staff events. 9. Completes HR projects as required. 10. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. Attentive to City and Department standards for customer service, accuracy, quality, efficiency and all City and Department policies and procedures ensuring that all work performed meets those standards. QUALIFICATIONS: 1. Associates Degree in Business Administration or related field. Bachelors degree preferred. 2. Human Resource experience required. 3. Municipality experience preferred. 4. Professional in Human Resource (PHR) Certification preferred. 5. Proficient in Microsoft Office, Word, Excel, data base management and office machines. 6. Access to transportation with insurance at required state levels. PHYSICAL REQUIREMENTS: HR Specialist Page 2 Council Approved 09-21-15 Revised 01-23-18 Revised 10-2021 1. Able to function productively in a standard office environment accessing cabinets, shelving, work areas and office equipment. 2. Able to sit for long periods of time and to maintain focus on project such as computer screen. 3. Must be able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees, businesses and community members. WORKING CONDITIONS: 1. Climate controlled office with hazards typical to that environment; minimal outdoor work is required. 2. Position requires travel within and outside of the City which imposes common travel hazards. 3. Average work hours will be 29 hours per week between 7:00 AM – 4:00 PM Monday through Friday. 4. To successfully fulfill the essential functions of this position, employee must maintain standard work hours within the Human Resource Department offices. 5.
