HomeMy WebLinkAboutIT - Director of Information TechnologyDirector of Information Technology Page 1 Council Approved 3-6-17 Revised 5-21-18 Revised 12-21-20 Revised 10-2021 City of Waukee JOB DESCRIPTION Job Title: Director of Information Technology Reports to: City Administrator Dept/Div: Information Technology Direct Reports: Sr. IT Administrator, IT Specialist, Pay Grade: D3 IT Administrator, IT Technician FLSA Status: Exempt – IT JOB PURPOSE: The Director of Information Technology (IT) is responsible for implementing and maintaining the City’s technology infrastructure to support efficient data management and communications in Public Safety, Public Works, Library and all other City departments. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Manages City Information Technology systems in partnership with City departments and serves as primary contact with outside technology and telecommunications vendors. 2. Manages all City telecommunications, including phone system and cell phones, ensuring each employee has needed and authorized phones, features and integration with IT systems. 3. Provides internal support to all staff on IT matters, troubleshoots all IT failures and errors, and trains individual employees and employee groups on software, hardware and technology appropriate to the employees’ positions. 4. Oversees the financial aspects of the IT Department operations: accounting for department revenues, approving expenditures, keeping accurate inventory and preparing the annual CIP and budget request. 5. Establishes and maintains user accounts, performing periodic audits to ensure that active users are listed and have necessary rights to network resources. 6. Keeps hardware and software inventory with replacement plan and ensures proper installation and secure disposal of outdated property. 7. Oversees the acquisition of new IT resources, including identifying needs and planning for current and future needs, making proposals for approval, identifying vendors, developing requests for quotation, negotiating contracts, placing orders, and establishing and maintaining partnerships ensuring the City receives exemplary service. 8. Ensures adequate data storage and ensures secure back-up is completed. 9. Ensures security and integrity of all City technology. 10. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. Contribute to overall City effectiveness by providing critical staff support to task forces and by participating, as necessary, in assisting all other teams. 10. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and procedures ensuring that all work performed meets those standards. QUALIFICATIONS: 1. Bachelor’s Degree in computer science or a related field required. 2. Minimum of five (5) years related work experience. 3. Certifications in Information Systems, Microsoft, Risk & Information Systems Control preferred. 4. Experience with Emergency Medical Services and Law Enforcement IT Systems preferred. 5. Access to transportation with insurance at required state levels to conduct business throughout the assigned area. PHYSICAL REQUIREMENTS: 1. Able to effectively present information and respond to questions from groups of directors, staff, developers, contractors, colleagues, elected officials and the general public. 2. Able to lift, carry, push and pull up to 50 pounds occasionally. 3. Able to maneuver under furniture and in tight spaces to complete installs and to troubleshoot. 4. Able to function productively in a standard office environment accessing cabinets, shelving, work areas and office equipment. 5. Able to sit for long periods of time and to maintain focus on project such as computer screen. 6. Must be able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees, businesses and community members. WORKING CONDITIONS: 1. Climate controlled office with hazards typical to that environment. 2. Occasional outdoor work may be required. 3. Position requires travel within and outside of the City which imposes common travel hazards. 4. Standard work hours will be Monday – Friday, 8:00 AM – 5:00 PM with additional hours as required. 5. To successfully fulfill the essential functions of this position, employee must maintain standard work hours within Waukee City Hall. 6. There is no residency requirement for this position.
