HomeMy WebLinkAboutPD - Evidence Technician Evidence Technician Page 1 Council Approved 10-5-15 Revised 4-11-18, 10-2021, 5-2023 City of Waukee JOB DESCRIPTION Job Title: Evidence Technician Reports to: Special Services Commander Dept/Div: Police/Administration Direct Reports: None Grade: P10 FLSA Status: Non-Exempt JOB PURPOSE: The Evidence Technician provides administrative and technical support for the public and Police Department staff regarding evidence processing and administrative tasks. Develops, prioritizes, and preserves physical evidence at crime scenes; documents scenes with photographs and video, logs, organizes, properly stores and prepares physical and digital evidence for court. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Provides exceptional customer service to members of the public who telephone or enter the public safety building. 2. Oversees evidence collection at crime scenes, including processing crime scenes for the presence of fingerprints, blood or other biological substances. Maintains physical evidence room, storage and organization of physical evidence and digital evidence, and property files. Completes quarterly audits, processes and disposes physical and digital evidence. Oversees evidence collection during warrant searches, evaluates court dispositions involving evidence. 3. Pre-logs evidence to the Iowa Department of Criminal Investigations (DCI) website and transports evidence as necessary. Works directly with the Iowa Department of Criminal Investigation lab evaluating and interpreting results of lab submissions and acts as the liaison between the DCI lab and the Waukee Police Department. 4. Conducts limited laboratory examination of latent fingerprints, palm prints, footprints, bite marks, glove and cloth impressions, tool marks, examine for bodily fluids and preliminary drug identification testing. Attends autopsies documenting evidence of crime. 5. Processes and downloads digital images, audio and video from in-car and body-worn cameras for department personnel. 6. Writes detailed reports accounting for activities during criminal investigations. Testifies in court, attends pre-trial conferences, prepares exhibits for court/trial use. 7. Performs duties of the Records Technician as requested. 8. Assists with Community Policing Operations. 9. Performs other duties or assumes other responsibilities as apparent or assigned. Demonstrate sound time-management skills by effectively or efficiently organizing, prioritizing, and completing multiple assignments in a timely manner. 7. Work independently with limited supervision. 8. Contribute to overall City effectiveness by providing critical staff support to task forces and by participating, as necessary, in assisting all other teams. Safeguard confidential information and use it or disclose it only as expressly authorized or specifically required in the course of performing specific job duties. 11. Represent the Department professionally and effectively to the community and Department members. 12. Attentive to City and Department standards for customer service, accuracy, quality, efficiency and all City and Department policies and procedures ensuring that all work performed meets those standards. QUALIFICATIONS: 1. Bachelor’s Degree in business, criminal justice, or a related field required. 2. Certified or able to become certified to access the IOWA and NCIC systems. 3. Maintain Notary Public and fingerprint technician certifications. 4. High level of proficiency in Microsoft Office Suite. 5. Must possess and have the ability to maintain a valid Driver’s License. PHYSICAL REQUIREMENTS: 1. Able to function productively in a standard office environment accessing cabinets, shelving, work areas and office equipment. 2. Able to sit and/or stand for long periods of time and to maintain focus on project such as computer screen or at a crime scene. 3. Able to lift, carry, push and pull up to 40 pounds occasionally. 4. Must be able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees, businesses and community members. WORKING CONDITIONS: 1. Climate controlled office with hazards typical to an office environment 2. Working for extended periods outdoors in adverse environmental conditions and potential exposure to hazardous materials and environments. 3. Position requires travel within and outside of the City which imposes common travel hazards. 4. Standard work hours will be Monday – Friday between 8:00 AM – 4:00 PM with additional evening and weekend hours as required. 5. To successfully fulfill the essential functions of this position, employee must maintain standard work hours within Waukee Public Safety Building. 6.
