WAUKEE CITY COUNCIL MINUTES
April 5, 2021
*Due to public health concerns and guidance, in accordance with Iowa Code Sections
21.4(1)(b) and 21.8, this meeting of the Waukee City Council was conducted electronically as
holding the meeting in person was impossible or impractical.
(A) Call to Order — The regular meeting of the Waukee City Council was called to order by Mayor
Clarke at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom
pursuant to the electronic meeting provisions of Iowa Code Sections 21.4(1)(b) and 21.8.
(13) Pledge of Allegiance (temporarily suspended)
(C) Roll Call — The following members were present: Mayor Courtney Clarke; Council Members
Anna Bergman (electronically), Chris Crone (electronically), Larry R. Lyon (electronically), Ben
Sinclair. Absent: Council Member R. Charles Bottenberg.
Also in attendance: City Administrator Tim Moerman, Development Services Director Brad
Deets (electronically), Public Works Director/City Engineer Rudy Koester (electronically), Human
Resources Director Michelle Lindsay (electronically), Parks & Recreation Director Matt Jermier
(electronically), Marketing & Communications Director Summer Evans (electronically), IT

(E) Agenda Approval — Council Member Sinclair moved to approve the agenda, seconded by
Council Member Lyon. Results of vote: Ayes: Bergman, Crone, Lyon, Sinclair. Nays: None.
Absent: Bottenberg. Motion carried 4 — 0 — 1.
(F) Monthly Mayor's Report — On Mar. 29, Mayor Clarke administered the oath of office for two
new Waukee police officers. Yard waste collection resumed today and continues through
November; the spring clean-up, appliance drop-off and hazardous waste collection takes place
the week of Apr. 26. Mayor Clarke recently met with different representatives regarding diversity
initiatives.

Member Sinclair moved to approve the second reading of the ordinance in title only;
seconded by Council Member Lyon. Council Member Bergman noted an email received by
council expressing concerns with preservation of trees in the area; Development Services
Director Deets replied that he would be better able to address those concerns at the next
council meeting. He added that some tree removal was anticipated. Results of vote: Ayes:

7) Resolution: Consideration of approval of a resolution approving preliminary plat for
Fox Valley— Council Member Lyon moved to approve the resolution; seconded by Council
Member Sinclair. Development Services Director Deets reviewed the plat for single family
residential lots to be developed over three separate phases. Stormwater detention areas will
be owned and maintained by the homeowners association. An area not included in the plat
may develop as either a school or additional single family housing. There is a parkland
dedication parcel that is planned to become part of a larger park when adjacent property is
acquired for that purpose. Results of vote: Ayes: Bergman, Crone, Lyon, Sinclair. Nays:

developer responsibilities related to utilities, future Warrior Ln. improvements and parkland

on the plat terminated off the property; Development Services Director Deets replied that the
cul de sacs would be used for temporary turning for City and emergency vehicles and that

10) Resolution: Consideration of approval of a resolution approving preliminary plat for
Waukee 819 School — Council Member Crone moved to approve the resolution; seconded
by Council Member Sinclair. Development Services Director Deets reviewed the preliminary
plat, final plat and site plan. He noted that construction drawings for NE Douglas Pkwy.
were previously approved by council. The plat includes room for additional buildings, if
needed. Mr. Deets reviewed site ingress/egress, including parking and student drop-off
lanes. Stormwater detention includes a wet -bottomed pond to be owned and maintained by
the Waukee Community School District. He also reviewed exterior building elevations.
Council Member Sinclair stated that he would like to see more long drop-off lanes like that
proposed for this site. Mayor Clarke asked if the parking was adequate for the number of
ninth -grade students needing it; Kirk Johnson with the Waukee Community School District
(participating electronically) noted that there is a limited number of passes issued for student

not need to following the open bidding process as all construction funds will be donated to
