HomeMy WebLinkAboutPD - Police Chief Police Chief Page 1 Council Approved 09-21-15 Council Approved 05-21-18 Revised 7-2022 City of Waukee JOB DESCRIPTION Job Title: Police Chief (Appointed by Mayor) Reports To: City Administrator Dept/Div: Police Direct Reports: Police Lieutenants Pay Grade: D1 FLSA Status: Exempt – Executive JOB PURPOSE: The Police Chief holds full responsibility to plan, develop, implement and coordinate the ongoing activities of the Waukee Police Department to protect life and property and to prevent crime. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Leads and directs the Police Department staff through selection, orientation, training, performance management and discipline according to standard operating procedures, City policy and departmental rules and regulations. 2. Develops and directs Police Department policies, procedures, regulations, programs, systems, operations, goals and objectives. 3. Oversees the financial aspects of the Police Department operations, including accounting for Department revenues, approving expenditures, keeping accurate inventory and preparing the annual CIP and budget request. 4. Develops an organizational structure within the Department to ensure prompt, efficient and effective response to public safety needs and initiatives. 5. Oversees the purchase and maintenance of all vehicles and equipment. 6. Coordinates training programs to ensure the Department has an adequate number of trained and certified personnel to meet the public safety needs of the community. 7. Maintains cooperative relationships with other law enforcement agencies, City officials, civic groups and the public. 8. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. Safeguard confidential information and use it or disclose it only as expressly authorized or specifically required in the course of performing specific job duties. 7. Contribute to overall City effectiveness by providing critical staff support to task forces and by participating, as necessary, in assisting all other teams. 8. Utilize high level of conflict resolution skills with staff, community, elected officials and all stakeholders. 9. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and procedures ensuring that all work performed and all staff members meet those standards while exhibiting consistent treatment of all staff. Police Chief Page 2 Council Approved 09-21-15 Council Approved 05-21-18 Revised 7-2022 QUALIFICATIONS: 1. Bachelor’s Degree in Law Enforcement or related discipline. Master’s Degree preferred. . 2. Five (5) years of work experience in law enforcement at the administrative level. 3. A minimum of five (5) years supervisory experience. 4. Must hold Iowa Law Enforcement Academy Certification or have the ability to meet the licensing standards established by the Iowa Law Enforcement Academy. 5. Must possess and have the ability to maintain a valid Driver’s License. 6. Must be able to obtain an Iowa Professional Permit to Carry Weapons. 7. Excellent knowledge of current municipal, state, and federal codes, laws and ordinances. 8. Knowledge of criminal law and crime investigation methods, modern criminal identification records and methods, rules of evidence and laws governing the custody of a person. PHYSICAL REQUIREMENTS: 1. Must meet all minimum standards for Iowa Law Enforcement Officers per ILEA. 2. Able to perform all essential functions of the position while wearing required protective equipment. 3. Responsive to visual and verbal alarms and other indications of distress. 4. Able to remember names, faces and details of incidents. 5. Able to effectively present information and respond to questions from groups of directors, staff, colleagues, elected officials and the general public. 6. Able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees and the community. WORKING CONDITIONS: 1. Climate controlled office with hazards typical to that environment. 2. Position requires travel within and outside of the City which imposes common travel hazards. 3. Work is performed inside and outside. Exposure to cold, heat and elements of weather and nature may be encountered. 4. May be exposed to significant work place pressure and irregular hours. 5. Standard work hours must be flexible, will include days, evenings, over nights and weekends, may be greater than 40 hours per week, and may be called to report to duty at any time. 6. To successfully fulfill the essential functions of this position, employee must maintain standard work hours within Waukee Public Safety Building. 7. The employee in this position is required to reside within a 30 minute radius of the City limits due to the need to respond to emergency calls in a timely manner to protect the health, safety and welfare of the citizens of Waukee.
