HomeMy WebLinkAboutPR - Asst Director Parks & Rec Assistant Parks and Recreation Director Page 1 Council Approved: 06/03/2019 Revised 10-2021, 7-2023 City of Waukee JOB DESCRIPTION Job Title: Assistant Director Parks and Rec Reports to: Parks and Recreation Director Dept/Div: Parks and Recreation Direct Reports: Recreation Supervisors, Parks Pay Grade: N36 Laborer FLSA Status: Exempt JOB PURPOSE: Provide administrative and management oversight to the operations and activities of the Parks and Recreation department including budget development, RFP process, grant writing/management, maintenance and repair of parks areas and recreational facilities. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Recommend and assist in policy and procedure/program development. Plan, coordinate, administer and evaluate programs, projects, processes, procedures, systems, standards, and/or service offerings to best meet the department’s operational goals and objectives; ensure compliance with federal, state, and local laws, regulations, codes, and/or standards 2. Participate in administrative functions including budget development, grant writing and management, contract negotiations of facilities, development of RFPs for maintenance contracts. 3. Recommend and approve purchases, monitors expenditures and keeps accurate inventory. 4. Participate in long-range capital improvement planning for the Parks and Recreation department. 5. Maintain records and prepare reports regarding time, supplies and materials used and completed work orders; utilize maintenance records and reports to prepare cost estimates. 6. Responsible for the inspection, maintenance and equipment replacement of playgrounds. 7. Supervise the maintenance and construction of parks, trails and recreational facilities. 8. Recruit, recommend, and participate in hiring, discipline, termination, orientation, training and performance management of full-time, part-time and seasonal staff. 9. Direct and manage all subordinates in the daily, weekly, monthly and seasonal delivery of services related to park maintenance and recreation programming. 10. Represent the City to the Park Board, attend and participates in various city and civic meetings and present reports and updates on projects to City Council in the absence of the Parks and Recreation Director. 11. Ensure customer complaints are addressed pertaining to all areas of responsibility; investigate causes, take corrective action as appropriate and maintain records of resolutions. 12. Serve as back up spokesperson for the Parks and Recreation Department in the absence of the Parks & Rec Director. 13. Perform other duties as apparent or assigned. SUCCESS FACTORS: 1. Contribute to overall City effectiveness by providing critical staff support to task forces and by participating, as necessary, in assisting all other teams. 7. Utilize high level of conflict resolution skills with staff, community members, elected officials and stakeholders. 8. Uphold the Waukee Parks & Recreation Mission Statement with integrity and professionalism. 9. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and procedures ensuring that all work performed and all staff members meet those standards while exhibiting consistent treatment of all staff. QUALIFICATIONS: 1. Bachelor’s Degree in Parks, Recreation and Leisure Studies, or a related field. 2. Two (2) years of supervisory/leadership experience with increasing responsibility in a related field. Municipality experience preferred. 3. Three (3) years of experience in recreation programming, leading and developing staff and volunteers. 4. Must possess a valid Iowa Driver’s License and meet the requirements of the City’s motor vehicle policy. 5. Knowledge of the principles and practices associated with parks and recreation planning and leisure activities including safety precautions associated with parks and recreational activities. 6. Knowledge of relevant local, state and federal regulations regarding parks, recreation programs and golf course management. PHYSICAL REQUIREMENTS: 1. Ability to effectively present information and respond to questions from groups of directors, staff, colleagues, elected officials, and the general public. 2. Ability to prepare and present accurate and reliable reports containing findings and recommendations. 3. Required to move or lift up to 25 pounds and occasionally lift and/or move up to 50 pounds. 4. Ability to walk and stand for long periods of time on different surfaces including walkways, trails, stairs and undeveloped areas. 5. Ability to understand and communicate ideas and explanations clearly in English, both orally and in writing. WORKING CONDITIONS: 1. Climate-controlled office with hazards typical of that environment. 2. Position requires outdoor work where heat, cold, precipitation and the results of weather and nature may be encountered. 3. Position requires travel within and outside of the City which imposes common travel hazards. 4. Must be able to maintain standard work hours with flexibility to report to duty at any time including days, evenings, over nights and weekends. 4. The employee in this position is required to reside within a 30-minute radius of the City limits due to the need to respond to emergency calls in a timely manner to protect the health, safety and welfare of the citizens of Waukee.
