WORK SESSION MEETING
January 27, 2020
A. Call to Order — The work session meeting of the Waukee City Council was called to order by Mayor
Clarke at 5:32 p.m. at Waukee City Hall, 230 W. Hickman Rd.
B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members R. Charles
Bottenberg, Chris Crone, Larry R. Lyon. Absent: Council Member Anna Bergman. (Council Member
Bergman arrived at 5:37 p.m.)
Also in attendance: City Administrator Tim Moerman, Finance Director Linda Burkhart, Development
Services Director Brad Deets, Public Works Director/City Engineer Rudy Koester, Parks & Recreation
Director Matt Jermier, Community & Economic Development Director Dan Dutcher, Marketing &
Communications Director Summer Evans, IT Director Son Le, Human Resource Director Michelle
Lindsay, Fire Chief Clint Robinson, Police Chief John Quinn, City Clerk Rebecca D. Schuett.
C. Agenda Approval — Council Member Lyon moved to approve the agenda; seconded by Council
Member Crone. Results of vote: Ayes: Bottenberg, Crone, Lyon. Nays: None. Absent: Bergman.
Motion carried 3 — 0 — 1.
D. Work Session:
(The council followed the work session agenda in a different order than posted.)
1) Budget approval timeline — Due to a possible lack of a quorum, the council agreed to reschedule
the March 16 regular meeting to March 23. (Council Member Bergman arrived at 5:37 p.m.)
2) FY2021 Budget: General, Enterprise Funds — Jon Burmeister and Matt Stoffel with Public
Financial Management (PFM) discussed utility funds, recommending increases in water, sewer
and stormwater rates. City Administrator Moerman and Finance Director Burkhart reviewed the
proposed general fund and capital equipment recommendations. The council discussed FY2021
contributions.
E. Comments — Police Chief Quinn updated the council on an ongoing investigation. City Clerk Schuett
distributed the proposed meeting format for the February 4 interviews of applicants for the council
vacancy.
Council Member Bottenberg moved to adjourn; seconded by Council Member Lyon. Ayes: All. Nays: None.
Motion carried 4 — 0.
