HomeMy WebLinkAbout2020-11-30-Special MinutesWAUKEE CITY COUNCIL MINUTES SPECIAL MEETING November 30, 2020 *Due to public health concerns and guidance, in accordance with Iowa Code Sections 21.4(1)(b) and 21.8, this meeting of the Waukee City Council was conducted electronically as holding the meeting in person was impossible or impractical. A. Call to Order — The special meeting of the Waukee City Council was called to order by Mayor Clarke at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom pursuant to the electronic meeting provisions of Iowa Code Sections 21.4(1)(b) and 21.8. B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members Anna Bergman (electronically), R. Charles Bottenberg (electronically), Chris Crone, Larry R. Lyon (electronically), Ben Sinclair (electronically). Absent: None. Also in attendance: City Administrator Tim Moerman, Development Services Director Brad Deets (electronically), Public Works Director/City Engineer Rudy Koester (electronically), Finance Director Linda Burkhart (electronically), IT Director Son Le (electronically), Fire Chief Clint Robinson (electronically), Police Chief John Quinn, City Clerk Rebecca D. Schuett. C. Agenda Approval — Council Member Crone moved to approve the agenda; seconded by Council Member Sinclair. Results of vote: Ayes: Bergman, Bottenberg, Crone, Sinclair. Nays: None. Absent: Lyon (due to a technical difficulty). Motion carried 4 — 0 — 1. D. Action Items: 1) Consent Agenda — Council Member Crone moved to approve the Consent Agenda; seconded by Council Member Sinclair. Results of vote: Ayes: Bergman, Bottenberg, Crone, Lyon, Sinclair. Nays: None. Motion carried 5 — 0. A. Consideration of approval of a resolution approving easements between William Fox Farm Company and the City of Waukee [Little Walnut Creek North Trunk Sewer Extension Phase 1 Project] (Resolution #2020-455) B. Consideration of approval of a motion approving 2021-2022 Tax Increment Financing (TIF) Indebtedness Certifications to the Dallas County Auditor C. Consideration of approval of a resolution approving the State of Iowa FY2020 Annual Urban Renewal Report and directing the Finance Director for the City of Waukee to file the report with the Department of Management (Resolution #2020-456) E. Work Session: 1) FY2020-2021 Strategic Plan: Economic development strategy, business start-ups — Mike Colwell with the Greater Des Moines Partnership presented on the types of start-up businesses that are attracted to the Des Moines metro and possible ways to attract such businesses. 2) Residential animal regulations — Development Services Director Deets noted a request from a resident to allow her to continue keeping a pot-bellied pig as a domestic animal in a residential zoning district. Mr. Deets stated that only Johnston allows such animals; all other metro cities, including Waukee, consider such animals as livestock and only permit them in agricultural zoning districts. He then reviewed the legal difference between emotional support and service animals. After much discussion, the council agreed to send the matter through the Board of Adjustment. 3) University Avenue Extension Project, west of Warrior Lane — Public Works Director/City Engineer Koester and Project Engineer Nate Hardisty (Shive-Hattery, Inc.) reviewed two possible road alignments. The council agreed to move forward with design of the more southerly alignment. 4) Des Moines Area Metropolitan Planning Organization TAP/SRTS Projects — Public Works Director/City Engineer Koester discussed various traffic signal and pedestrian crossing improvements for which the City can apply for grant funding. 5) City Hall Improvements Project update — Development Services Director Deets reviewed a proposed engineering agreement amendment and construction change order to address specific issues with the City Hall front vestibules. 6) Waukee Signage Project contract update — Development Services Director Deets noted various separate engineering agreements with Shive-Hattery, Inc., for signage improvements, recommending that all such contracts be consolidated into one contract with amendments. 7) EPA Risk and Resilience Assessment — Public Works Director/City Engineer Koester stated that the Environmental Protection Agency (EPA) requires a water system assessment for communities with a water system serving a certain number of customers. Following the assessment, an emergency response plan must also be developed. F. Comments Council Member Lyon moved to adjourn; seconded by Council Member Bottenberg. Ayes: All. Nays: None.
