HomeMy WebLinkAbout2008-09-22-Resolutions 08-223_MPO STP TE ApplicationTHE CITY OF WAUKEE,IOWA RESOLUTION 08-223 AUTHORIZING THE CITY OF WAUKEE TO SUBMIT AN APPLICATION FOR FUNDING FROM THE FEDERAL SURFACE TRANSPORTATION PROGRAM TRANSPORTATION ENHANCEMENT (STP TE)TO THE DES MOINES AREA METROPOLITAN PLANNING ORGANIZATION (MPO)FOR THE PARTIAL- PURPOSE TRAIL TO BE BUILT CONNECTING CENTENNIAL PARK,WARRIOR PARK,AND SUGAR CREEK GOLF COURSE INTO THE LOWER TRAIL SYSTEM AND FURTHER APPROVING THE APPLICATION WHICH OBLIGATES THE CITY OF WAUKEE TO PROVIDE MATCHING FUNDS FOR THE CONSTRUCTION OF SAID PROJECTS IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA WHEREAS,the City of Waukee,Dallas County,State ofIowa,is a full member of the Des Moines Area Metropolitan Planning Organization;AND, WHEREAS,the Federal Surface Transportation Program Transportation Enhancement (STP TE)provides funding to local jurisdictions for the construction of eligible projects;AND, WHEREAS,the program is administered by the Des Moines Area Metropolitan Planning Organization which prioritizes and ranks all project applications. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee,Iowa in session this nnd day of September 2008,that: 1.The Waukee City Council supports and approves the attached application for Federal Surface Transportation Program Transportation Enhancement funding. 2.The Waukee City Council hereby commits the City of Waukee to provide matching funds,secured through public and private investment,as required by the Federal Surface Transportation Program Transportation Enhancement. 3.The City of Waukee hereby commits to accepting and maintaining these improvements,once completed,for a minimum of twenty (20)years following the completion. 4.The Mayor of Waukee is hereby authorized to approve and execute the application on behalfofthe Waukee City Council. Refer to the City Council resolution attached to this document.This trail system was approved by the Waukee City Council in 2000 as a part of the Cit;ylg comprehensive trail plan. 5.Describe the multipurpose aspects of the project (i.e.bike/pedestrian,recreation,commuter,access to specific points of interest,etc.) The Sugar Creek Trail will provide access for both pedestrian and bike uses.The trail system will nm along University Avenue down to the Sugar Creek and connect to several parks and open space throughout this part of the community.On a local level the trail will provide connectivity with \Varrior Park Centennial Park.Sugar Creek j\lIunicipal Golf Course.the Waukee Public School campus.residential neighborhoods and the newly acquired park land west along 6th Street.The trail will be accessible to pedestrians.bicyclists inline skaters and will also be handicap accessable.On a regional level the trail will connect into the Raccoon River Valley Trail to the north and the a trail system planned along the sugar creek basin in \Vest Des j\lIoines. 6.Do you have additional comments on the project's financial plan?(refers to Item III on page 2 of application -Funding Information) none 7.Describe the quality/significance of the site. This area is one of the most scenic and environmentally significant areas in the City of\Vaukee when evaluating the trail system from an open space and recreational standpoint.The trail will be a recreational amenity which will also provide safe access to the City's golf course and schools.NIost importantly the development of this trail system will provide easy and safe access to a number of the City's parks and eventually connect with the \Vest Des .Moines trail system. 8.Please describe the need for the project.Please include expected amount of use and the service area of the project. The Sugar Creek Recreation trail is a critical component of the City of\Vaukee's overall trail and open space plan.In addition to providing more options for our rapidly growing population alternative transportation will continue ta be an important means transportation far our community. Access to recreation options and school facilities will also improve the quality of life for \Vaukee's citizens and visitors from the region. The area in question has been partially developed Eor some time and has now been inco.t;porated into a conservation.subdivision.In recent years-\Y/ankee has experienced significant increase in its population.As is the case with many growing cities the development of essential infrastructure tends to gain greater prominence over investments in park and recreation facilities.In the last decade the City has given a higher priority in acquiring green space and right-oE-way while the land is still reasonably priced.Waukee has programed funding throughout the years for its trail connections and continues to pursue opportunities to leverage those funds to further develop the Cityls trail system. Additionally the development of the Sugar Creek Trail system will assist the City in maximizing the use of its existing open space parks and recreation amenities. 11.Describe the impact to tourism and economic development. A well planned and developed trail system will attract residents and residential development to Waukee.It will also provide trail access from neighboring communities.In order to improve quality of life a City needs to provide a diverse blend of recreation opportunities. On the following page are specific categories to address different bicycle/pedestrian facilities.Consider which category or combination of categories apply to your project and address each of the required aspects. A project may fall nnder more than one category,.i.e.an extension of a facility,which also provides a connection. A maximum of 20 points are possible under each category,including a combination of categories. The project orginall gained support by the MPO when the funcling committee approved partial funding for the project for FY 2009.The main concern of this trail is connectivity within the Sugar Creek area.Several existing facilities and planned private development all reside in close proximity but there is no current method of easily getting from one to the other.The school has been very supportive of the City's efforts to provide safe pedestrian transportation for its students.The school campus is connected to trails headed north and east through new neighborhoods and directly east along University Avenue. •Describe the acquisition activities or status: The gJound in question is on City property or within established right-of-way. •Describe the construction plans,surface type,width,etc. The trail will be 12 feet in width constructed of concrete,Urban design standards will be followed for thickness and sub base, •Describe any future plans for the project: This segment of the trail will be improved with benches additional landscaping picnic areas,etc. Fuhue trail connections will also be added as has been described in this application,In addition the City's sewage treatment plant adjacent to a portion of this trail is on schedule to be phased out upon theCity's completion of its connection to the Wastewater Reclamation Authorify's sanitary sewer system,The waste treatment site will then be converted to green space. •Describe the existing condition of project site: STP TE Funding Application FFY 2012 I Page 26 BICYCLEIPEDESTRIAN FACILITIES ApPLlCA T!ON FORM (CONT'D) There are currently several trails planned that will connect to this area in all directions.This segment of the the trail systme will be a prim~I.:l:Yhub connecting to regional facilities and existing community parks.The trail system is primarily surrounded by open space corridors. •Describe the purpose of project: This extension will provide access to several existing and planned recreation areas.It will tie in to other City and private trail systems offering users improved access throughout the area and city. •Describe the maintenance plans for this project: THE CITY WILL REMAIN RESPONSIBLE FOR THE MAINTENANCE OF THIS TRAIL CONNECTION AND IS COMMITTED TO THE LONG TERM VITALITY OF THE REGION'S TRAIL SYSTEM.
