WAUKEE CITY COUNCIL MINUTES
June 3, 2019
(A) Call to Order— The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:30 p.m. in the Council Chambers at Waukee City Hall, 230 W. Hickman Rd.
(B) Pledge of Allegiance
(C) Roll Call — The following members were present: Mayor William F. Peard; Council Members
Anna Bergman, Courtney Clarke (via telephone), Larry R. Lyon. Absent: Council Members R.
Charles Bottenberg, Shelly Hughes.
Also in attendance: City Administrator Tim Moerman, Finance Director Linda Burkhart, Public
Works Director/City Engineer Rudy Koester, Senior Planner Andy Kass, Human Resource
Director Michelle Lindsay, Marketing and Communications Director Summer Evans, Parks and
Recreation Director Matt Jermier, Police Lt. Jeff Mellencamp, City Clerk Rebecca D. Schuett,
City Attorney Steve Brick.

(E) Agenda Approval — Council Member Lyon moved to approve the agenda; seconded by Council
Member Bergman. Results of vote: Ayes: Bergman, Clarke, Lyon. Nays: None. Absent:
Bottenberg, Hughes. Motion carried 3 — 0 — 2.
(F) Mayor's Report— Mayor Peard congratulated the Waukee Festival Committee on another
successful Celebrate Waukee event. The BACooN Sizzles event takes place on 06/14. The
Farmers Market begins this Wednesday and runs through the end of September.
(G) Presentations: None
(H) Public Hearings:
1) On an ordinance to amend Chapter 301, Zoning Ordinance, City of Waukee, Iowa, by
rezoning certain property from A-1 to R-2, a property to be known as Alyvia Plat 1 —
Mayor Peard opened the public hearing and asked if any written correspondence had been
received; City Clerk Schuett replied in the negative. Senior Planner Kass reviewed the
rezoning application for which a development concept plan includes 12 single family lots with
the existing home remaining on Lot 1. Lot 1 will have access off N. Warrior Ln., while all
other lots will be accessed off an extension of NE Bobcat Dr. As part of the parkland
dedication requirements, the City is working to acquire the proposed Outlot X with the intent
of developing the outlot as greenbelt recreational trail. Other outlots within the flood plain
will be unbuildable. The proposed zoning is consistent with the Comprehensive
Development Plan. No comments were made by the public in attendance.
2) On an ordinance to amend Chapter 301, Zoning Ordinance, City of Waukee, Iowa, by
rezoning and changing certain property therein from A-1 to K-RR, a property known
as AP GPP, LLC — Mayor Peard opened the public hearing and asked if any written
correspondence had been received; City Clerk Schuett replied in the negative. Senior
Planner Kass reviewed the rezoning application for approximately 19 acres of property at the
SW corner of Ashworth Rd. and Grand Prairie Pkwy. The proposed zoning is consistent with
the Kettlestone Master Plan. Paul Clausen with Civil Engineering Consultants (CEC)
introduced himself on behalf of the applicant in case the council had questions. No
comments were made by the public in attendance.
3) On the annexation of consenting properties by the City of Waukee, Iowa [Manning
Property] — Mayor Peard opened the public hearing and asked if any written
correspondence had been received; City Clerk Schuett replied in the negative. Senior
Planner Kass reviewed the annexation application, noting that it was a 100% voluntary
annexation. No comments were made by the public in attendance.
4) On plans, specifications, form of contract and estimate of cost [SE Kettlestone
Boulevard Extension east of Grand Prairie Parkway Project] — Mayor Peard opened the
public hearing and asked if any written correspondence had been received; City Clerk

Schuett replied in the negative. Public Works Director/City Engineer Koester reviewed the
project, which will accommodate the Fleet Farm development and includes traffic
signalization of the SE Kettlestone Blvd./Grand Prairie Pkwy. intersection. No comments
were made by the public in attendance.
Public Hearing Action Items:
1) Ordinance: Consideration of approval of an ordinance to amend Chapter 301, Zoning
Ordinance, City of Waukee, Iowa, by rezoning certain property from A-1 to R-2, a
property to be known as Alyvia Plat I [introduction; first reading] — Council Member
Bergman introduced the ordinance and moved to approve the first reading in title only;
seconded by Council Member Lyon. Results of vote: Ayes: Bergman, Clarke, Lyon. Nays:
None. Absent: Bottenberg, Hughes. Motion carried 3 — 0 — 2.
2) Ordinance: Consideration of approval of an ordinance to amend Chapter 301, Zoning

Member Bergman moved to approve the resolution; seconded by Council Member Lyon.
Results of vote: Ayes: Bergman, Clarke, Lyon. Nays: None. Absent: Bottenberg, Hughes.
Motion carried 3-0-2. (Resolution #19-197)
4) SE Kettlestone Boulevard Extension east of Grand Prairie Parkway Project
A. Resolution: Consideration of approval of a resolution approving plans,
specifications, form of contract and estimate of cost— Council Member Lyon moved
to approve the resolution; seconded by Council Member Bergman. Results of vote:
Ayes: Bergman, Clarke, Lyon. Nays: None. Absent: Bottenberg, Hughes. Motion
carried 3 — 0 — 2. (Resolution #19-198)
B. Resolution: Consideration of approval of a resolution awarding contract— Council
Member Bergman moved to approve the resolution; seconded by Council Member Lyon.
Public Works Director/City Engineer Koester reviewed the bid tabulation, recommending
award to Concrete Technologies, Inc., of Grimes, IA in the amount of $1,413,944.10.
Results of vote: Ayes: Bergman, Clarke, Lyon. Nays: None. Absent: Bottenberg,
Hughes. Motion carried 3-0-2. (Resolution #19-199)

reviewed the plan, which includes a 2.5% general wage increase for the non -represented
positions other than the paid on -call firefighters, who would receive an additional $1.00/hour.
