RESOLUTION 07-98
RESOLUTION OF INTENT CONCERNING THE DEVELOPMENT OF A
RECREATIONAL/SPORTS COMPLEX,PUBLIC INFRASTRUCTURE AND
SUPPORTING PUBLIC INFRASTRUCTURE
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA
WHEREAS,the City of Waukee has experienced record growth necessitating the development
and expansion of public utilities,public infrastructure,transportation and other public facilities;
AND
WHEREAS,the City of Waukee is committed to the expansion of public utilities,public
infrastructure and transportation improvements necessary for the citizens of the City of Waukee;
AND
WHEREAS,the citizens of the City of Waukee have expressed a desire for the development of
a recreational/sports complex;AND
WHEREAS,in anticipating the City's need,the City of Waukee has acquired and anticipates
acquiring for the purpose of a recreational/sports complex,certain property under an option to
purchase agreement entered into in 2002;AND

WHERAS,the City has requested RFPs for the development of a comprehensive plan for the
development of the recreational/sports complex on the property that has been acquired and/or is
anticipated to be acquired under the option to purchase;AND
WHEREAS,the passage of the local options sales tax in the communities of West Des Moines,
Clive,Urbandale and Waukee is anticipated to provide,over time,the revenue necessary for the
partial development of a recreational/sports complex;AND
WHEREAS,private groups and/or individuals have communicated their intent to provide to the
City of Waukee private donations/contributions towards the development of a recreational/sports
complex and their intent to apply for and receive grant money which is necessary for the City to
ultimately complete the recreational/sports complex for use by the citizens of the City of
Waukee;AND
WHEREAS,the City Council of the City of Waukee is desirous to further express its intent to
serve the citizens of the City of Waukee through the development of a recreational/sports
complex and the public improvements commensurate and consistent with such use for the
citizens of the City of Waukee.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that in
the event the local options sales tax passes,and is not repealed,in the Cities of West Des I
Moines,Urbandale,Clive and Waukee,all located in Dallas County,the City intends to expend
not less than 30%of the Local Option Sales Tax (LOST)revenue it receives over the 10 year
period of the sales tax enactment,towards the development of a recreational/sports complex and
associated public infrastructure,including but not limited to land acquisition,sewer,water,
restroom facilities,streets and other public facilities that are deemed appropriate by the City
Council in its development of a recreational/sports complex.
