administrative rules of the Iowa Department of Transportation,the State of Iowa has
authorized the making of grants and loans to cities to aid in financing the construction of
specific economic development projects:
NOW THEREFORE,be it resolved by the City Council of Waukee,Iowa:

The City of Waukee endorses the expansion of Gilcrest Jewett Lumber Company.
An immediate,non speculative opportunity exists for permanent job
creation/retention.The City is currently negotiating with Gilcrest Jewett Lumber
Company of Des Moines,and funding is essential to the job creation/retention.
The proposed rail spur is necessary for the development of this 26 acre parcel of
property.
An immediate commitment is necessary because the project is dependent upon the
rail spur for the delivery of raw goods.If an immediate commitment of RED
funding is not immediately available,the company could not make a decision to
locate at this site.
Gilcrest Jewett Lumber Company will own and maintain the rail spur for a
minimum of ten years and will not dismantle it without written permission from
the Iowa Department of Transportation.
That Donald L.Bailey,Jr.,Mayor is hereby authorized to execute and file an
application on behalf of the City of Waukee with the State of Iowa for a grant to
aid in financing the rail spur onto the property of Gilcrest Jewett Lumber
Company.
That Linda L.Schaut,CED,Executive Director of Dallas County Development,is
hereby authorized and directed to furnish such information as the State of Iowa
may reasonably request in connection with the application which is herein
authorized to be filed,and further is authorized to accept any grant offer which
may be tendered by the State ofIowa.

To Whom It May Concern:
I,Donald L.Bailey,Jr.,Mayor of the City of Waukee do hereby state the intent of the
City of Waukee,Iowa to support efforts by Gilcrest Jewett Lumber Company to obtain
with the assistance of Dallas County Development a grant for the propose offmancing a
rail spur onto the property of Gilcrest Jewett Lumber Company.
Furthermore,I do hereby state the intent of the City Council of the City of Waukee to
support the seeking of said grant as indicated on January 18,1999 by the passage of
Resolution 99-03.
Now therefore let it be known that the City of Waukee does hereto recognize the benefit
and as such supports the seeking of said grant for a rail spur for Gilcrest Jewett Lumber
Company.
