ARENTSEN AS CITY ADIMINISTRATOR AND SETTING THE TERMS RELATING THERETO WHEREAS,the City Council of the City of Waukee has hired the Brimeyer Group,Inc. Executive Search Consultants to provided services for the recruitment of a City Administrator;and WHEREAS,the Brimeyer Group,Inc.has undertaken a through search of qualified applicants for the position of City Administrator;and WHEREAS,the City Council of the City of Waukee has interviewed a number of qualified applicants for the position of City Administrator;and WHEREAS,the City Council of the City of Waukee has determined that Mark 1. Arentsen is the most qualified and best suited for the position of City Administrator; WHEREAS,the City Council of the City of Waukee,with the assistance of the Brimeyer Group,Inc.in negotiation with Mark 1.Arentsen has settled on terms of employment and a contract relating thereto;and WHEREAS,Mr.Mark 1.Arenten has indicated his desire to accept the position of City Administrator of the City of Waukee,Iowa and has affirmed said intentions by agreeing to and signing the contract in question; I NOW,THEREFORE,IT IS RESOLVED by the City Council of the City of Waukee, Iowa,that the terms of hiring Mark J.Arentsen for the position of City Administrator of the City of Waukee,Iowa are as follows: Section 1.Start Date:You will begin employment on May 3,1999. It is understood that due to family and school considerations,your family will not be relocating to the Waukee area until mid-2000.Therefore,you will be on a flexible working schedule until that time.The Council is amenable to this condition and it is suggested that a schedule be developed,on a regular basis,which defines your on-site and off-site availability.This schedule may include,but not be limited to:extended weekends;minimum on-site hours during the week;extended leaves during selected holiday periods or other special occasions;attendance at regular Council meetings;and other required/necessary meetings,etc.It is also suggested that for those periods oftime when you are off-site,the City will provide the necessary equipment to maintain communications with you,the Council,and staff.l Section 2. At the present time,this equipment has been identified as a cell phone, dedicated phone line,fax machine,and a computer.Any future equipment needs are subject to discussion between you and the City Council.All equipment will be considered the property of the City of Waukee. Compensation,Performance Evaluation:Your beginning annual salary will be $62,400.An adjustment in salary will be made after six months, subject to a satisfactory performance evaluation.This increase in salary will be to $64,300. The Brimeyer Group is available to assist in the first evaluation.A performance evaluation will also be conducted at twelve months and annually thereafter.The next adjustment in salary will take place in July, 2000 at the same time a salaries are adjusted for City employees and will be to $66,900.Any adjustments in salary are subject to a satisfactory performance evaluation. Pension:You may become a member of the Iowa Public Employees Retirement System (IPERS)or you may become a member of an approved deferred compensation plan offered by the City.The City will contribute to a deferred compensation plan the same amount as they would have contributed to IPERS. Terms and Conditions of Employment:The original term on this agreement shall be for three years.Should you voluntarily resign from your position before the end of the three years,you will be required to reimburse the City per the following schedule: If before the end of the first year,any funds paid under Transition Allowance. If before the end of the second year,60%of the funds paid by the City for relocation expenses. If before the end of the third year,40%of the funds paid by the City for relocation expenses. If your resignation is involuntary,these provisions shall not apply. You will serve at the will of the Council and may be terminated with or without cause at any time.Should the Council terminate your employment within the first year,you will receive for months'severance; during the second year,and any year thereafter,you will receive three months'severance.Should you be found guilty of a misdemeanor or a felony,the severance provision will not apply. Section 5. Section 6. Section 7. Section 8. Section 9. Should you decide to terminate your employment with the City,you are required to give them a minimum oDO days notice of your intent to resign. Insurances:The City will provide you insurance coverage the same as provided to other employees.It is suggested you call Greg Fetterman at the City for enrollment information. Holidays,Vacation,Sick Leave:You will be graoted the same number of holidays as other City employees. During your first year of employment,you will accumulate vacation at the rate of three weeks aonually.Because of a previously scheduled vacation for the end of July,1999,the City will advance vacation time for your use. You will be allowed to repay this advanced vacation time utilizing the normal accumulation rate.. In aoy event,you will have three weeks vacation during your first year of employment.For your second year of employment,you will be given credit for years of service in order to be on the City's schedule at an accumulation rate of three weeks vacation annually. You will accumulate sick leave in accordance with City policy. 1Automobile:The City will pay you $250/month for the use of your personal car while on City business within the Des Moines metro area. For the use of your car for City purposes outside of the metro area,you will be paid mileage per City policy and IRS regulations. Relocation:The City will reimburse the costs of relocating your household goods from your current residence to a residence in Waukee. You are requested to get quotes from three reliable relocation companies aod submit them to the City for review and approval. In order to defray the costs of commuting during the first year of employment,the City will provide a quarterly lump sum Transition Allowance of $500 -not to exceed four quarters. Dues,Conferences,Expenses:Within budget considerations,the City will pay for dues and related membership costs to the Iowa City/County Maoagers Association,International City/County Managers Association,aod other related organizations.The City will pay for your attendance at the IACMA Conference and the ICMA Conference. The City will reimburse you for expenses incurred related to the conduct of City business.This includes the initiation fees and dues (not meals)to the newly formed Waukee Rotary Club.Membership is at your option. Section 10.All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. Passed and approved March 15,1999.
